MANILA, Philippines -- Gen. Hermogenes Esperon Jr., Armed Forces of the Philippines chief of staff, Wednesday announced he was releasing the military report on how the license plate of an impounded vehicle ended up being used by the kidnappers of activist Jonas Burgos.
