 The days of "people power" uprisings to remove Philippine leaders are over, scandal-plagued President Gloria Macapagal Arroyo said Friday, reiterating that only a shift to a parliamentary system can stop the country's democracy from sliding into anarchy.

In a third day of interviews with local media, Arroyo -- facing impeachment -- lamented being subjected to trial by media over charges that she rigged last year's election and that her family took bribes.

"If we do not address this finally, our politics will deteriorate," she told DZRH radio. "Imagine if we have president after president being toppled, president after president being tried by publicity, president after president being impeached."

In her state of the nation address on Monday, Arroyo signaled the start of "the great debate on charter change" to shift to a parliamentary system. Such a move would fuse the legislative and executive branches of government and help stop gridlocks caused by quarrels between the president and the U.S.-style bicameral Congress, Arroyo said.

"While Myanmar is trying to strengthen its democracy, our democracy is weakening and turning into anarchy," she said. "We have to strengthen our democracy. In the past it was said that something is wrong with the system. But now it has become so wrong that the system itself is wrong."

Arroyo is embroiled in her worst political crisis since taking power after massive protests ousted President Joseph Estrada in 2001. In 1986, a "people power" revolt toppled late dictator Ferdinand Marcos.

She has apologized for speaking to an election official before she was declared the winner of the May 2004 ballot, but denied manipulating the count. She said she's ready to face an impeachment trial.

Some members of her own Cabinet, business groups, activist organizations, the political opposition and ex-President Corazon Aquino, a former ally, have demanded her resignation. Tens of thousands have joined street protests, but the crowds have only been a fraction of the size of those in 1986 and 2001.

Opposition lawmakers on Monday filed an impeachment complaint against Arroyo for allegedly violating the constitution, betraying public trust, corruption and bribery. They urged her to resign to avoid a painful Senate trial, claiming they have plenty of witnesses and piles of documentary evidence to bring her down.

Arroyo only touched on the latest allegations against her: that regional election officials received 2 million pesos (US$35,700; euro29,500) in bribes to rig the polls, in her presence in a hotel room.

"No one has given any bribe in my presence, that's all I can say," she said. "But enough said because I am an accused and I should heed the advice of my lawyers not to speak about the charges against me."

Arroyo earlier asked her husband and son to leave the country after they were both accused of receiving illegal gambling payoffs, along with her brother-in-law.

She said her 37th wedding anniversary on Tuesday would be sad without her husband.

"I did not become a president to enjoy," she said. "You must be prepared to suffer if necessary."

Chiong Deaths

Death penalty vs. five in Chiong case affirmed

THE Supreme Court unanimously affirmed on Thursday the death sentence meted against those convicted in the Chiong murder case, namely Francisco Juan Larranaga, Josman Asnar, Rowen Adlawan, Alberto Cano and Ariel Balansag.

In a 21-page resolution, the High Court en banc dismissed the claims of those convicted that the lower court erred in not considering that the police planted evidence against them and that the defendants had an alibi. Larranaga, Asnar, Ad-lawan, Cano and Balansag, through their lawyers, also claimed that the prosecution's witness, David Rusia, was coached during their trial and that a corpse found was not one of the victims, Marijoy Chiong.

The High Court backed the Cebu City Regional Trial Court's death sentence that found defendants guilty of the special complex crime of kidnapping and serious illegal detention with homicide and rape.

According to law, the five face execution by lethal injection.

"This case presents to us a balance scale whereby per-ched on one end is appellants' alibi supported by witnesses who were either their relatives, friends and classmates, while on the other end is the positive identification of the herein appellants by the prosecution witnesses who were not, in any way, related to the victims.  With the above jurisprudence as guide, we are certain that the balance must tilt in favor of the latter," said the Court's resolution.

The Court pointed out that Larranaga's claim that he was in Quezon City when the abduction of the Chiong sisters, Marijoy and Jacqueline, occurred did not satisfy the proof of physical impossibility since it was proven during the hearing that it takes only one hour to travel by plane from Manila to Cebu.  The Court explained that an alibi does not suffice against positive identification by witnesses.

Meanwhile, the Court ordered the Office of the Solicitor General to get records from the local civil registrar of Cotabato City and the National Statistics Office to verify the claim of brothers James Andrew and James Anthony Uy that they were minors when the crime was committed.  The brothers are among the accused.

The Court gave the Office of the Solicitor General 10 days to reply to the motion of reconsideration filed by the Uy brothers, who claimed the privileged mitigating circumstance of minority.

The Uy brothers and the five accused were found guilty of abducting Marijoy and Jacqueline Chiong from the Ayala Center in Cebu City on July 16, 1997.  Marijoy's body was found but Jacqueline is still missing.  Rusia testified that he saw Rowen and Ariel pushing Marijoy into a deep ravine, following Josman's instruction to get rid of her.

HUNDREDS of women activists marched to Ayala Avenue in the Makati financial district on Tuesday to press for the resignation of President Gloria Macapagal-Arroyo.

Women activist party-list group Gabriela led the protest, which was attended by among others, Sandra Cam, a witness who has linked several members of President Gloria Macapagal-Arroyo's family to illegal gambling payoffs.

"She [Arroyo] is very hard-headed. She refuses to listen to the people," Gabriela Representative Liza Maza said in a mobile phone text message.

Maza claimed 5,000 women joined the march. Radio reports pegged the crowd at 1,000. Police could not immediately give an estimate.

Tuesday's march is the third anti-Arroyo protest in Makati in a week.

Last Tuesday, evangelist Brother Eddie Villanueva held a prayer rally. A day later, the political opposition mounted a rally that drew in some 30,000 people.

Investors Wary

MANILA (Reuters) - Investors and ordinary Filipinos braced for more turmoil on Tuesday as President Gloria Macapagal Arroyo battled allegations of wrong-doing and a court freeze on a tax law at the centre of her economic and social reforms.

When I was young and my late father Diosdado Macapagal was president of our country, I thought of him as the "good guy" and his political opponents on the other side were the "bad guys".

Because of my father's influence, I had always thought of myself as on the side of the good. Thus, it is very painful for me to know that among many of our countrymen today, I have been demonized as the "bad guy." This is unfair, but it is a cross that God in His wisdom has given me to bear, so I will bear it. I have never questioned God's ways before, and I will not do so now.

When I first entered politics in 1992, little did I know that within a decade, I would become president of our country. And little did I expect that within another five years, there would be calls from civil society for my resignation from office or for the formation of a "Truth Commission" regarding some of my political actuations.

When I spoke before the nation some two weeks ago, I did so against the advice of my legal counsel. But I thought that speaking before you, the Filipino people, was the right thing to do. Shameless people have peddled the lie that I confessed to cheating. What I disclosed was that I talked to an election official. But that this had taken place after the certificates of canvas had already been used to proclaim the winning senators, and it was those same certificates of canvass that showed that I won by around a million votes. That is the truth.

Indeed, it is right for our country to confront the truth, but if we do so, let's confront the biggest, most painful political truth. The big truth that we are aware of deep in our hearts, but that we collectively sweep under the rug. The big truth whose debilitating effects on our country, year after year, decade after decade, have developed into feelings of disgust, hopelessness and even despair among large segments of our society.

The truth that I discovered from my beginnings as a neophyte politician in 1992, rising to become a veteran politician through the years, is this: over the years, our political system has degenerated to such an extent that it is very difficult to live within the system with hands totally untainted. That is the truth. In addition, our system has degenerated to such an extent that more often than not, it is political agenda first, and national interest last. For example, we have endless investigations and scandals in aid of political and media projection, rather than in aid of legislation or executive action. That is the truth. Because of this system of politics, our country has been left behind by other countries in the region, and our best and brightest, the cream of our youth, are voting with their feet to leave the country. That is the truth.

I do not blame any individual or political block for this sad state of affairs. It is simply the truth that the political system that I am part of has degenerated to the point that it needs fundamental change. We are collectively to blame, so we must collectively be the solution. Let he who is without sin, cast the stone. To those who feel that they cannot cast the first stone, I invite you to help in the solution.

My proposed approach to reform our system of politics and governance is something that I had wanted to bring forth during the upcoming state of the nation address. However, because our country is hungry for a resolution to the political uncertainties that have plagued us these past few weeks, I will bring it up now.

First of all, I am not resigning my office. To do so under circumstances that connote an EDSA 3 would condemn any successor to the possibility of an EDSA 4, then an EDSA 5, and so on, unless our political system were first reformed to make it more responsive to the people's will, such that changes in leadership come about in an orderly and stable manner.

The world embraced EDSA 1 in 1986. The world tolerated EDSA 2 in 2001. The world will not forgive an EDSA 3 in 2005, but would instead condemn the Philippines as a country whose political system is hopelessly unstable. And the Filipinos as among the finest people in the world, but who always shoot themselves in the foot. Under those circumstances, who would invest money in the Philippines? How would we weather the difficulties arising from the price of crude oil being at its highest in history?

What I intend to do is to work with legislators and civil groups who believe that changes in the fundamental law of the land are necessary in order to confront such basic issues as federalism, the character of our legislative process, reducing red tape in government processes, running for public office under a true party system and with less need to raise campaign funds, modernizing the economic provisions of our constitution, and so forth.

At the same time, I will restructure and strengthen the cabinet, giving it a free hand to meanwhile reform and manage our day to day governance with as little political interference as possible, even from me.

This is how we will proceed.

First, I'm asking my entire cabinet to tender their resignation in order to give the executive a free hand to reorganize itself. I'll ask our sectors to give me the names of candidates that we can invite to replace those who will not return to the cabinet, or even to help out at other levels of the executive.

Second, the cabinet will be given a free hand on governance, while I focus on the fundamental changes that we need to put in place.

Third, I will begin to reach out to the political and civil sectors that have an interest in the various advocacies that are relevant to our constitution. Federalism, for example, is an advocacy that I had espoused long ago.

This is neither political ploy nor gimmick. I believe that this process will quickly lay the foundation for deep reforms in our society, including reforms in our political way of life. This would be a legacy that our generation of politicians and citizens could collectively be proud of. I now have grand children to play with and to help bring up. Like all of you, I want our children to grow up in a better Philippines. I have prayed on this, and I hope that I have discerned God's will properly.
