Who said cellphone calls cannot be tracked?When the long arm of the law finally caught up yesterday morning with Rey Torres, it was because Cebu City policemen armed with a tracking device succeeded in monitoring his cellphone calls and pinpointed his whereabouts.

Who is Torres?
A lot of crimes have been blamed on 36-year-old Ruel Rey Bernes Torres but little is known about him prior to his gaining notoriety.
