Dy Snubs Senate

Dy to testify in impeach trial -- Escudero

Philip Tubeza
Inquirer News Service

FORMER Isabela Governor Faustino Dy Jr. will testify against President Gloria Macapagal-Arroyo should an impeachment trial be held in the Senate, according to House Minority Leader Francis Escudero.

Escudero said Thursday that Dy assured him when he talked with the former governor in the United States that he was willing to testify in the impeachment court that election officials met at the President's house in La Vista subdivision in Quezon City.

"Based on his statement and our talks, he said that he would come back to the Philippines and testify if he is called by the impeachment court when the charges against the President are brought to the Senate for an impeachment trial," he said.

"In saying that he will testify only in the impeachment trial, it is clear that he will say something big about the charges against President Arroyo in the impeachment complaint," he added.

Escudero said that Dy decided to testify even after several "close friends" of the President discouraged him from doing so.

"While I was there, Governor Dy received many calls from allies and close friends of the President and... also from those who wanted him to testify immediately in the Senate or in the (House) justice committee hearings," he said.

"At this point, I will not yet mention who they are and what was the theme of their conversations although I personally witnessed and heard the calls," he added.

Escudero said that while the former governor was expected to testify against the President, Dy was not keen on testifying in the current Senate investigation on jueteng.

Escudero said he did not promise anything to Dy in exchange for his testimony.

"I am not in a position to promise anything. The man is getting old and he's thinking about his children's future," he said. "He was given a new perspective after the 2004 elections and, the way I see him, I don't think he's interested in politics anymore," he added.

Dy allegedly felt bad that he did not get enough support from the President during the race for governor of Isabela in the May 2004 elections, which he lost.

Pinoy Missing

Filipino sailor missing after ship sinks in Japanese waters

Agence France-Presse

TOKYO -- A Filipino sailor was missing in Japanese waters Wednesday after his cargo ship hit another vessel and sank, the coast guard said.

Fourteen other crewmembers from Cyprus-registered Asia Concerto were rescued after it crashed off the coast of western Yamaguchi prefecture at 6:00 a.m., a coast guard spokesman said.

"We are searching for a Filipino sailor who went missing in the accident," the spokesman said, adding that the Asia Concerto was leaking oil and other fuel.

The 4,458-ton ship had collided with the 4,314-ton South Korean-registered Pine Pia, whose 15 crewmen were safe and had rescued the sailors from the sunken vessel.

The Japan Coast Guard dispatched nine vessels and one helicopter to search for the missing sailor in the area, between the main Japanese island of Honshu and the smaller island of Shikoku.

The Asia Concerto was carrying about 6,000 tons of metal coils, Jiji Press reported.

The coast guard said it would investigate the cause of the accident. The sea had been relatively calm at the time, it said.

Honest Cabbie

Poor cabbie returns P150,000 to passenger

Tarra Quismundo
Inquirer News Service

LAST Sunday, part-time taxi driver Reio Lance, 28, drove back to the Manila Domestic Airport in Pasay City to return some 150,000 pesos in cash to a passenger.

The passenger, Annie Joy Angana, had left her bag at the backseat of the taxi after rushing off to catch an 8:45 a.m. flight back to Cotabato in Mindanao. Angana had borrowed the money from a relative to pay for her daughter's crucial brain tumor operation.

On Wednesday, Lance's honesty was recognized by the Taguig City government.

Lance, who at times had to sell sampaguita garlands and balut (boiled duck's egg with embryo) to earn money, was offered a job at City Hall. The city government also promised to subsidize the elementary and high school education of Lance's children, Reiozel, 5; and Rhazelle, 3.

"Because life is so hard, at times our family would have dried fish and salt with rice to eat. That's why whenever I get the chance to work part-time driving a taxi, I take it," said Lance in an emotional account to city employees.

Hyatt 10 Shows Up

Ex-Cabinet execs' presence forced House suspension--solons

Maila Ager
INQ7.net

THE SURPRISE appearance by some resigned Cabinet members could have been the reason why the committee at the House of Representatives in charge of the impeachment complaints against President Gloria Macapagal-Arroyo decided to hold a closed-door meeting, two lawmakers said on Wednesday.

Those who showed up at the hearing were former Social Welfare Secretary Corazon Juliano Soliman, former presidential adviser on the peace process Teresita Quintos Deles, and Imelda Nicolas, former head of the national anti-poverty alleviation.

"When they saw the Hyatt 10, they got rattled," impeachment lead prosecutor Ronaldo Zamora told reporters," referring to the 10 Cabinet secretaries who announced their resignation at the Hyatt Hotel in Manila to denounce Arroyo's alleged involvement in poll fraud.

"This is just the start and yet they are already threatened," Zamora said.

Zamora said the closed-door meeting was obviously meant to get the public out, especially the members of the "Hyatt 10."

"They just wanted to watch. This is a public hearing," he said.

"What can these people from the 'Hyatt 10' do to mess up the arrangements?" Minority Senior Deputy Floor Leader Alan Peter Cayetano said.

But Ilocos Sur Representative Salacnib Baterina, vice-chairman of the justice committee, denied his colleagues' allegations.

"Why should we get rattled? What are they? Supermen ?" Baterina said in a telephone interview.

"We did not even see them and nobody mentioned about them here in the executive session," he said.

In an interview before the hearing, Soliman said they showed up to assure the public that their stand had not changed even after leaving the administration.

"We are here to lend support to those in search for truth," Soliman said.

Cruz's Crusade

Cruz: I'm not an unwitting 'jueteng' foe

Yolanda Sotelo-Fuertes
Inquirer News Service

DAGUPAN CITY -- Lingayen-Dagupan Archbishop Oscar Cruz said he was not happy that his crusade against the illegal lottery "jueteng" was unwittingly helping the opposition's efforts to bring down the administration of President Gloria Macapagal-Arroyo.

But Cruz said it was beyond his control if he or his crusade would be dragged into the political crisis.

He said it was not his problem if the political opposition was riding on his anti-jueteng crusade to attack the President.

"We have been against jueteng since 2001 and nobody minded us, especially the administration. Now that the jueteng issue has exploded, they say that we are destabilizers and antia-dministration, and that we are being used by the opposition," Cruz said.

"Even if the administration decides to use me, that is beyond my control. But I'm not letting myself be used. There's a difference between one who is unwittingly used and one who allows himself to be used," Cruz told the Inquirer in a telephone interview Tuesday.

He reiterated that his crusade was not meant to unseat Ms Arroyo because "whoever the President is [would be] immaterial to the crusade."

Cruz is the national chair of the Krusadang Bayan Laban sa Jueteng [People's Crusade Against Illegal Lottery].

"Only jueteng is material to us. If there is no more jueteng during the Arroyo administration, we will stop [our campaign]. Our aim is to free the country from jueteng," he said.

Not with Lacson

He said he was not working with Sen. Panfilo Lacson in looking for or handling witnesses against the illegal numbers game.

"That is impossible. I have been the one taking care of the witnesses -- housing them, looking after their safety, asking for security for them, providing them food and accommodation," Cruz said.

He said a new witness with ties to the administration would surface but he declined to identify the person.

Cruz does not believe that the illegal numbers game will stop even if Ms Arroyo steps down from office. "It has been there long before she became president," he said.

New Jueteng Witness

'Jueteng lord' gave P300M to Arroyo campaign -- Mendoza

Veronica Uy
INQ7.net

INCUMBENT Gloria Macapagal-Arroyo received 300 million pesos for her 2004 presidential campaign from an alleged "jueteng lord," according to a military officer at the resumption of a Senate inquiry on the illegal numbers game.

Army Captain Marlon Mendoza, assigned as chief security officer of former Commission on Elections commissioner Virgilio Garcillano, claimed that he heard the poll official boast in a drinking spree that Rodolfo "Bong" Pineda contributed 300 million pesos to Arroyo's campaign kitty.

"I distinctly heard Garcillano say that Bong Pineda gave 300 million pesos for the President's success in the elections," he said.

Mendoza said his former "boss" made the boast when they were together in Naga City. He said he was with Garcillano between April and June 2004.

Prefacing his testimony with a speech on how much he loved the Philippines, Mendoza proceeded to say that Garcillano regularly met with Malacañang officials, including one Butch Pakinggan from the Office of then executive secretary Alberto Romulo, at the Diamond Hotel in Manila.

Garcillano also met with Batangas Governor Arman Sanchez, also an alleged to be a big-time "jueteng" operator, Mendoza said.

Mendoza, a witness of Senator Panfilo Lacson, attended the hearing despite a warning from his superiors who reminded him on Tuesday that he had pending charges for allegedly violating provisions in the Articles of War.

Former Isabela governor Faustino Dy Jr., who was also invited to the hearings by Senator Manuel Villar, co-chairman of the Senate inquiry on "jueteng," is not expected to attend.

Both Mendoza and Dy will supposedly corroborate the testimony of former Malacañang employee Michaelangelo Zuce, who had revealed initially that "jueteng" money was used to pay off election supervisors and regional directors in the President's La Vista home in Quezon City.

Senator Manuel Lapid, a co-chairman, had wanted to terminate the hearings but Villar said these would continue for as long as there were witnesses that would be endorsed by either Archbishop Oscar Cruz or any senator.

Jennings, 67

Peter Jennings: A lifetime of being curious

Editor's Note: Michael Schulder, now an Atlanta-based senior executive producer for CNN, worked as a writer for "ABC World News Tonight With Peter Jennings" from 1991 to 1996.

If the anchorman in "Broadcast News" had been based on Peter Jennings, it would have been a very different movie. In the movie, the producers in the control room talk to the anchor in his earpiece, telling him what to say on the air. In the Peter Jennings version, it's the producers who would have worn the earpieces to get directions from the anchor. In the movie, it's the anchor who sweats. In the Peter Jennings version, the producers sweat. That was ABC's "World News Tonight" with Peter Jennings.

During my first week on the job as a writer for Peter Jennings, I did not have to write a single word. It was January 1991, the week American bombs began falling on Baghdad in the first Gulf War. The news was breaking so quickly in those first days of the war it was virtually all ad-lib all the time for Peter, who had already been in the anchor chair for nearly a decade.

I thought: "What have I gotten myself into"? This man can ad-lib better than I can write. Peter was on the air live, hour after hour, without a script, instantly synthesizing and explaining for the audience what we knew, and, just as importantly, what we did not know. Students of journalism should study those tapes.

Of course, most of Peter's programs were scripted. The three of us who wrote for him would submit our copy. And then we would wait -- to see how our writing would be "Peterized." Peterization could take many forms. Sometimes it was a stylistic tweak to make the writing sound more like -- well -- Peter. Other times Peter would pose a question that led the writer closer to the heart of the story. Other times he'd come over, with his left foot on the floor and right foot on your desk, and do a stream of consciousness rewrite.

Then there were those times Peter would love your first draft so much he'd look at you and ask, with a twinkle in his eye: "Did you write that yourself?" Yes, he loved to rib the people he worked with. But his ribs could take it, too.

For example, Peter had a reputation for being somewhat frugal. When I heard he had a personal trainer who was having him run up and down the steps of his apartment building while so many others were using expensive Stairmasters, I joked that if there's one thing Peter can't resist, it's free stairs. When I told that joke in front of a large gathering, Peter doubled over with laughter. He really did have a sense of humor about himself.

What made it particularly difficult to work for Peter was that he might love a script in the morning and leave it at night. On more than a few occasions, he would decide that a script he approved of at 10 a.m. was lacking in style or substance at 6 p.m. We would have just minutes to rewrite it prior to air time. He wasn't looking to make our lives difficult. He was looking for ways to make the program better. As long as there was time left, there was time to improve.

When Peter Jennings interviewed me for the writer's job, he told me: "On this program we never talk down to the audience." He truly loved to communicate what he learned and believed the audience wanted to share in that learning experience. And we all believed that helped account for the many years his program was No. 1 in the ratings.

Many of us pop psychologists who worked for Peter traced his obsession with learning new things to his teenage years. We thought it was Peter's way of compensating for never having graduated from high school.

He pushed himself to always learn new things. He pushed his staff to teach him new things. And he was determined to communicate all the exciting new things he learned to his viewers. A lifetime of satisfying his curiosity worked to the benefit of his audience.

There was one question he asked me in my job interview that said a lot about how he viewed the learning process. What do you like to do outside of work? He wasn't trying to figure out whether I'd be a fun guy to have a beer with. He wanted to know that I had a life outside work -- that I had experiences that I could bring to the table to make my writing and observations richer. This emphasis on life experience is what gave Peter such an edge in his anchoring. Time and time again he would rewrite a story incorporating some anecdote from his years of reporting from all over the world. There was no substitute for Peter's experience.

On a personal level, Peter was warm and engaging. No matter what your station in life, if Peter Jennings met you he'd have questions for you. It was clear he felt he had something to learn from virtually everyone he met. And his viewers knew they had something to learn from Peter.

Reactions to the death of Jennings.

Barbara Walters, ABC colleague: "No one could ad lib like Peter. ... You would think that it was all scripted, he was so poetic, but it wasn't."

Diane Sawyer, ABC colleague: "He really did make us raise our sights."

Dan Rather, former CBS anchor: "Make no mistake, inside that tall, handsome, elegant and eloquent exterior, inside that, beat the heart of a fierce but principled competitor."

Tom Brokaw, former NBC anchor: "We were not just competitors and colleagues, we were friends. We had a lot of opportunities to reflect on this in the last year. It was a competitive brotherhood."

David Westin, ABC president: Kayce (Jennings' wife) told me earlier this evening that 'Peter died with his family around him, without pain and in peace. He knew he'd lived a good life."'

Ted Koppel, ABC colleague: "He was a student for the rest of his life, even though he had dropped out (of school) so early -- not `even,' because he had dropped out so early. I think if there was one message he would like to leave with young people today it is, 'Don't do what I did."'

Bill Richardson, governor of New Mexico: "He always had the courage to ask the tough questions and demand answers. He set a high standard for TV journalists and his influence will be felt for generations to come."

Text Scams

Text scams targeting OFWs, foreign nationals

Erwin Lemuel Oliva eoliva@inq7.net
INQ7.net

LYDIA dela Torre. 51, wept as she told reporters how she was duped into spending her hard-earned money after falling prey to a short messaging service (SMS) or text-based scam perpetrated by criminal syndicates in the Philippines.

A resident of La Paz, Iloilo, Dela Torre was at the Bangko Sentral ng Pilipinas this week to claim the 950,000 pesos she supposedly won in a raffle. But she never knew that she was the latest victim of a text scam, which often tricks recipients into giving away their money in exchange for information on how to claim their winnings in a supposed raffle draw by a certain government agency or foundation.

In her case, Dela Torre said, a supposed lawyer named William Gomez sent her a text message, claiming she won second prize in a raffle on June 9, 2005.

She immediately called the sender of the text message, and was instructed to send 14 PIN codes of 300-peso worth of pre-paid card credits to a certain mobile number. After doing so, she was asked to go to the Bangko Sentral ng Pilipinas (Central Bank) to claim her prize, only to find out this week that she was duped.

Text scams have been victimizing Filipinos since 1999, according to the National Bureau of Investigation. But lately, criminal syndicates operating text-based scams are increasingly targeting overseas Filipino workers (OFWs) and foreign nationals, the Anti-Money Laundering Council said on Thursday.

The NBI said that the modus operandi of text scam operators has also evolved.

"We suspect that people behind text scams are part of a criminal syndicate now victimizing OFWs and foreign nationals," the Anti-Money Laundering Council (AMLC) head Vicente Aquino told reporters during a briefing in Manila.

Aquino added that government's recent campaign to go after the people behind text scams has only shifted the attention to the OFWs.

"We have tightened the noose, so to speak against operators, of text scams. So they are now targeting OFWs."

BSP Governor Amando Tetangco Jr. remarked that while there has been a noticeable decline in the number of text scam-related complaints received by the bank, there has been an evident increase of complaints from OFWs.

According to Palmer Mallari, National Bureau of Investigation supervising agent, the law enforcement agency has received numerous complaints but has caught only a handful of text scam operators.

Law enforcement is more "reactive" than progressive in arresting this crime, he said. "In most cases, greedy text fraudsters were the ones arrested. They usually use fictitious names to open bank accounts and buy pre-paid numbers to start going after intended victims. So the chances of catching them are very slim," Mallari told INQ7.net.

He added that the NBI can move only after complaints are filed with the law enforcement agency.

Text scam operators have used various agencies like the Philippine Charity Sweepstakes Office, Philippine Amusement and Gaming Corp., Department of Trade and Industry, Bangko Sentral ng Pilipinas and lately the PGMA Foundation, Smart and Globe, to perpetrate text scams, Mallari said.

Text scams usually inform recipients that they have won a raffle but need to deposit a certain amount of money to a certain bank account provided by the fraudster. Text scam operators randomly pick victims to dupe.

Mallari said that one way they pick their victims is to call random numbers. The scam begins once they get an answer.

Chief State Prosecutor Jovencito Zuño said several cases have been filed against text scam operators caught in Cebu City, Pasig, and other areas, but no one has yet gone to jail.

Mallari suggested that the Bangko Sentral ng Pilipinas or AMLC give law enforcement the power to pry open bank accounts supplied by text scam operators.

Law enforcement can look into the bank accounts only after a petition is filed by the AMLC and the Solicitor General, he said, noting that most operators of text scams are caught by police through entrapment operations.

Meanwhile, Aquino estimated that "millions of pesos" have been lost to text scams.

Alfonso Penaco, BSP director of the Office of Special Investigation, said education is crucial in getting rid of them. "We urge mobile phone operators to also help us in this campaign," Penaco said.

The National Telecommunications Commission, meanwhile, said it has blocked 161 mobile phone numbers suspected to have been used for text scams as of June 2005.

"I think poverty, ignorance and gullibility have also contributed to the increase in text scam victims. So it is important to educate people on how to avoid being victims of it," added Aquino.

BSP Governor Tetangco reminded the public not to be duped by text scams.

"For the record, the BSP does not have raffles. If you won a raffle, don't you think you're the one that should be given the money and not you giving your own?" he said.

CNN Update on GloriaGate

story.arroyo.ap.jpg
The days of "people power" uprisings to remove Philippine leaders are over, scandal-plagued President Gloria Macapagal Arroyo said Friday, reiterating that only a shift to a parliamentary system can stop the country's democracy from sliding into anarchy.

In a third day of interviews with local media, Arroyo -- facing impeachment -- lamented being subjected to trial by media over charges that she rigged last year's election and that her family took bribes.

"If we do not address this finally, our politics will deteriorate," she told DZRH radio. "Imagine if we have president after president being toppled, president after president being tried by publicity, president after president being impeached."

In her state of the nation address on Monday, Arroyo signaled the start of "the great debate on charter change" to shift to a parliamentary system. Such a move would fuse the legislative and executive branches of government and help stop gridlocks caused by quarrels between the president and the U.S.-style bicameral Congress, Arroyo said.

"While Myanmar is trying to strengthen its democracy, our democracy is weakening and turning into anarchy," she said. "We have to strengthen our democracy. In the past it was said that something is wrong with the system. But now it has become so wrong that the system itself is wrong."

Arroyo is embroiled in her worst political crisis since taking power after massive protests ousted President Joseph Estrada in 2001. In 1986, a "people power" revolt toppled late dictator Ferdinand Marcos.

She has apologized for speaking to an election official before she was declared the winner of the May 2004 ballot, but denied manipulating the count. She said she's ready to face an impeachment trial.

Some members of her own Cabinet, business groups, activist organizations, the political opposition and ex-President Corazon Aquino, a former ally, have demanded her resignation. Tens of thousands have joined street protests, but the crowds have only been a fraction of the size of those in 1986 and 2001.

Opposition lawmakers on Monday filed an impeachment complaint against Arroyo for allegedly violating the constitution, betraying public trust, corruption and bribery. They urged her to resign to avoid a painful Senate trial, claiming they have plenty of witnesses and piles of documentary evidence to bring her down.

Arroyo only touched on the latest allegations against her: that regional election officials received 2 million pesos (US$35,700; euro29,500) in bribes to rig the polls, in her presence in a hotel room.

"No one has given any bribe in my presence, that's all I can say," she said. "But enough said because I am an accused and I should heed the advice of my lawyers not to speak about the charges against me."

Arroyo earlier asked her husband and son to leave the country after they were both accused of receiving illegal gambling payoffs, along with her brother-in-law.

She said her 37th wedding anniversary on Tuesday would be sad without her husband.

"I did not become a president to enjoy," she said. "You must be prepared to suffer if necessary."

Chiong Deaths

Death penalty vs. five in Chiong case affirmed

By Jomar Canlas, Manila Times Reporter

THE Supreme Court unanimously affirmed on Thursday the death sentence meted against those convicted in the Chiong murder case, namely Francisco Juan Larranaga, Josman Asnar, Rowen Adlawan, Alberto Cano and Ariel Balansag.

In a 21-page resolution, the High Court en banc dismissed the claims of those convicted that the lower court erred in not considering that the police planted evidence against them and that the defendants had an alibi. Larranaga, Asnar, Ad-lawan, Cano and Balansag, through their lawyers, also claimed that the prosecution's witness, David Rusia, was coached during their trial and that a corpse found was not one of the victims, Marijoy Chiong.

The High Court backed the Cebu City Regional Trial Court's death sentence that found defendants guilty of the special complex crime of kidnapping and serious illegal detention with homicide and rape.

According to law, the five face execution by lethal injection.

"This case presents to us a balance scale whereby per-ched on one end is appellants' alibi supported by witnesses who were either their relatives, friends and classmates, while on the other end is the positive identification of the herein appellants by the prosecution witnesses who were not, in any way, related to the victims.  With the above jurisprudence as guide, we are certain that the balance must tilt in favor of the latter," said the Court's resolution.

The Court pointed out that Larranaga's claim that he was in Quezon City when the abduction of the Chiong sisters, Marijoy and Jacqueline, occurred did not satisfy the proof of physical impossibility since it was proven during the hearing that it takes only one hour to travel by plane from Manila to Cebu.  The Court explained that an alibi does not suffice against positive identification by witnesses.

Meanwhile, the Court ordered the Office of the Solicitor General to get records from the local civil registrar of Cotabato City and the National Statistics Office to verify the claim of brothers James Andrew and James Anthony Uy that they were minors when the crime was committed.  The brothers are among the accused.

The Court gave the Office of the Solicitor General 10 days to reply to the motion of reconsideration filed by the Uy brothers, who claimed the privileged mitigating circumstance of minority.

The Uy brothers and the five accused were found guilty of abducting Marijoy and Jacqueline Chiong from the Ayala Center in Cebu City on July 16, 1997.  Marijoy's body was found but Jacqueline is still missing.  Rusia testified that he saw Rowen and Ariel pushing Marijoy into a deep ravine, following Josman's instruction to get rid of her.

Women To Glo: Resign!

Women activists press anew for Arroyo's resignation

by Joel Francis Guinto
INQ7.net

HUNDREDS of women activists marched to Ayala Avenue in the Makati financial district on Tuesday to press for the resignation of President Gloria Macapagal-Arroyo.

Women activist party-list group Gabriela led the protest, which was attended by among others, Sandra Cam, a witness who has linked several members of President Gloria Macapagal-Arroyo's family to illegal gambling payoffs.

"She [Arroyo] is very hard-headed. She refuses to listen to the people," Gabriela Representative Liza Maza said in a mobile phone text message.

Maza claimed 5,000 women joined the march. Radio reports pegged the crowd at 1,000. Police could not immediately give an estimate.

Tuesday's march is the third anti-Arroyo protest in Makati in a week.

Last Tuesday, evangelist Brother Eddie Villanueva held a prayer rally. A day later, the political opposition mounted a rally that drew in some 30,000 people.

Investors Wary

MANILA (Reuters) - Investors and ordinary Filipinos braced for more turmoil on Tuesday as President Gloria Macapagal Arroyo battled allegations of wrong-doing and a court freeze on a tax law at the centre of her economic and social reforms.

Arroyo has vowed to finish her second term in 2010 but is facing the worst crisis of her four-year presidency as some of the professionals, business groups and Catholic Church leaders who make up her support base begin to distance themselves from her.  More...

Gloria's Fighting Words

(Text of Pres. Arroyo's Nationwide TV/Radio Address on July 7, 2005)

Mga Minamahal kong kababayan.

When I was young and my late father Diosdado Macapagal was president of our country, I thought of him as the "good guy" and his political opponents on the other side were the "bad guys".

Because of my father's influence, I had always thought of myself as on the side of the good. Thus, it is very painful for me to know that among many of our countrymen today, I have been demonized as the "bad guy." This is unfair, but it is a cross that God in His wisdom has given me to bear, so I will bear it. I have never questioned God's ways before, and I will not do so now.

When I first entered politics in 1992, little did I know that within a decade, I would become president of our country. And little did I expect that within another five years, there would be calls from civil society for my resignation from office or for the formation of a "Truth Commission" regarding some of my political actuations.

When I spoke before the nation some two weeks ago, I did so against the advice of my legal counsel. But I thought that speaking before you, the Filipino people, was the right thing to do. Shameless people have peddled the lie that I confessed to cheating. What I disclosed was that I talked to an election official. But that this had taken place after the certificates of canvas had already been used to proclaim the winning senators, and it was those same certificates of canvass that showed that I won by around a million votes. That is the truth.

Indeed, it is right for our country to confront the truth, but if we do so, let's confront the biggest, most painful political truth. The big truth that we are aware of deep in our hearts, but that we collectively sweep under the rug. The big truth whose debilitating effects on our country, year after year, decade after decade, have developed into feelings of disgust, hopelessness and even despair among large segments of our society.

The truth that I discovered from my beginnings as a neophyte politician in 1992, rising to become a veteran politician through the years, is this: over the years, our political system has degenerated to such an extent that it is very difficult to live within the system with hands totally untainted. That is the truth. In addition, our system has degenerated to such an extent that more often than not, it is political agenda first, and national interest last. For example, we have endless investigations and scandals in aid of political and media projection, rather than in aid of legislation or executive action. That is the truth. Because of this system of politics, our country has been left behind by other countries in the region, and our best and brightest, the cream of our youth, are voting with their feet to leave the country. That is the truth.

I do not blame any individual or political block for this sad state of affairs. It is simply the truth that the political system that I am part of has degenerated to the point that it needs fundamental change. We are collectively to blame, so we must collectively be the solution. Let he who is without sin, cast the stone. To those who feel that they cannot cast the first stone, I invite you to help in the solution.

My proposed approach to reform our system of politics and governance is something that I had wanted to bring forth during the upcoming state of the nation address. However, because our country is hungry for a resolution to the political uncertainties that have plagued us these past few weeks, I will bring it up now.

First of all, I am not resigning my office. To do so under circumstances that connote an EDSA 3 would condemn any successor to the possibility of an EDSA 4, then an EDSA 5, and so on, unless our political system were first reformed to make it more responsive to the people's will, such that changes in leadership come about in an orderly and stable manner.

The world embraced EDSA 1 in 1986. The world tolerated EDSA 2 in 2001. The world will not forgive an EDSA 3 in 2005, but would instead condemn the Philippines as a country whose political system is hopelessly unstable. And the Filipinos as among the finest people in the world, but who always shoot themselves in the foot. Under those circumstances, who would invest money in the Philippines? How would we weather the difficulties arising from the price of crude oil being at its highest in history?

What I intend to do is to work with legislators and civil groups who believe that changes in the fundamental law of the land are necessary in order to confront such basic issues as federalism, the character of our legislative process, reducing red tape in government processes, running for public office under a true party system and with less need to raise campaign funds, modernizing the economic provisions of our constitution, and so forth.

At the same time, I will restructure and strengthen the cabinet, giving it a free hand to meanwhile reform and manage our day to day governance with as little political interference as possible, even from me.

This is how we will proceed.

First, I'm asking my entire cabinet to tender their resignation in order to give the executive a free hand to reorganize itself. I'll ask our sectors to give me the names of candidates that we can invite to replace those who will not return to the cabinet, or even to help out at other levels of the executive.

Second, the cabinet will be given a free hand on governance, while I focus on the fundamental changes that we need to put in place.

Third, I will begin to reach out to the political and civil sectors that have an interest in the various advocacies that are relevant to our constitution. Federalism, for example, is an advocacy that I had espoused long ago.

This is neither political ploy nor gimmick. I believe that this process will quickly lay the foundation for deep reforms in our society, including reforms in our political way of life. This would be a legacy that our generation of politicians and citizens could collectively be proud of. I now have grand children to play with and to help bring up. Like all of you, I want our children to grow up in a better Philippines. I have prayed on this, and I hope that I have discerned God's will properly.

Maraming salamat sa inyong lahat.
